In these reports we made it clear that the success of this funding in meeting the needs of women and children was contingent on ring-fenced funding for expert services run \u2018by and for\u2019 Black and minoritised women, d\/Deaf and disabled women, and the LGBT+ community. In our submission to the Government\u2019s Autumn spending review, we have now updated this funding settlement to a total of a minimum of\u00a0<b>\u00a3516 million<\/b>\u00a0per year in England, including a minimum of\u00a0<b>\u00a3178 million<\/b>\u00a0ring-fenced funding for the specialist \u2018by and for\u2019 sector. This is based on an estimate calculated by the Domestic Abuse Commissioner (available\u00a0<a title=\"Original URL: https:\/\/domesticabusecommissioner.uk\/briefings\/briefing-paper-on-proposals-for-a-specialist-by-and-for-funding-pot\/. Click or tap if you trust this link.\" href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fdomesticabusecommissioner.uk%2Fbriefings%2Fbriefing-paper-on-proposals-for-a-specialist-by-and-for-funding-pot%2F&amp;data=05%7C02%7CA.Reynolds%40womensaid.org.uk%7C7cc35774afb04e1730a108dd0d5afb5f%7C92905bb1bded4627b49e8af076709d29%7C0%7C0%7C638681406606855819%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=stPZusFyoTXTB8W5VawGHNY5a1PGVIiejJr0qsDcf%2BI%3D&amp;reserved=0\" data-auth=\"Verified\" data-linkindex=\"2\">here<\/a>) for the recommended minimum annual settlement for the \u2018by and for\u2019 sector.<\/p>\n<p class=\"x_MsoNormal\">The total minimum funding settlement of \u00a3516m includes \u00a3228m for refuge services (of which \u00a378m to be ring-fenced for the \u2018by and for\u2019 sector) to be funded via the Statutory Duty to fund safe accommodation for survivors of domestic abuse, which forms Part 4 of the Domestic Abuse Act 2021, combined with \u00a3288m statutory funding for community-based support services (of which \u00a3100m to be ring-fenced for the \u2018by and for\u2019 sector), committed to within the Victims and Courts Bill.\u00a0In our report,\u00a0<a title=\"Original URL: https:\/\/womensaid.org.uk\/funding-safer-futures\/. Click or tap if you trust this link.\" href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.womensaid.org.uk%2Ffunding-safer-futures%2F&amp;data=05%7C02%7CA.Reynolds%40womensaid.org.uk%7C7cc35774afb04e1730a108dd0d5afb5f%7C92905bb1bded4627b49e8af076709d29%7C0%7C0%7C638681406606868693%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=8BdtKTv8UhteJWk7JxXjadm%2FRWzEBRlm0I1e3F9kveI%3D&amp;reserved=0\" data-auth=\"Verified\" data-linkindex=\"3\">Funding Safer Futures<\/a>, we have estimated that the previous government spent an estimated \u00a3195 million on local domestic abuse support services in England in 2023-24. This investment falls \u00a3321 million short of the minimum of \u00a3516 million needed to properly fund specialist women\u2019s domestic abuse services. We recommend that The Ministry for Housing, Communities and Local Government (MHCLG) should commit to \u00a3228 million per year for funding refuge services, delivered by restricting the \u00a3125 million for the Part 4 statutory duty currently spent to specialist women\u2019s refuges and \u2018by and for\u2019 services and delivering an additional \u00a3103 million to make up the shortfall. For community-based support services, the Home Office, Ministry of Justice, Department of Health and Social Care (DHSC) and Department for Education (DfE) should deliver the \u00a3288 million required. We suggest this is delivered by restricting the current \u00a367.8 million spent by the Home Office and Ministry of Justice to funding community-based support services run by specialist women\u2019s domestic abuse services and \u2018by and for\u2019 services and delivering an additional \u00a3220 million to make up the shortfall. We also recommend further research to better understand the funding and commissioning of services, in particular the barriers facing \u2018by and for\u2019 services.<\/p>\n<p class=\"x_MsoNormal\">Without dedicated investment, survivors will continue to face barriers accessing the lifesaving support they urgently need. Furthermore, in 2017, the economic and social costs of domestic abuse in England were estimated to be approximately\u00a0<a title=\"Original URL: https:\/\/www.gov.uk\/government\/publications\/the-economic-and-social-costs-of-domestic-abuse. These figures do not account for the cost of child survivors. Women and children who experience domestic abuse often suffer physical and emotional harm and, without the right specialist support, often put a strain on a wide range of public services and are not able to live independent and stable lives.\u00a0As an economic analysis commissioned by Women\u2019s Aid shows, for every pound invested in domestic abuse support services we will see a saving to the public purse of at least\u00a0<a title=\"Original URL: https:\/\/womensaid.org.uk\/investing-to-save-report\/.
